There has been some literature linking energy efficiency measures to non-energy cost savings, particularly improvements in labor productivity. Skip Laitner suggested this 2003 paper on which he was a co-author: Productivity benefits of industrial energy efficiency measures. Consider whether to cause policy-driven EE improvements to in turn cause labor productivity improvements.
(Note that the EPS already models the change in equipment capital cost caused by energy efficiency.)
