Currently (as of EPS 3.0.0), the cost of retrofitting buildings (caused by the building retrofitting policy) are borne by the entity owning the building (e.g. "labor and consumers" "non-energy industries" "government" etc.). Add an input data variable that allows a model adapter to specify a share of retrofitting costs to be borne by government. (This would have no effect on government-owned buildings, as government already bears all retrofitting costs for these buildings.)
