This includes the following files:

commodities.csv (information about commodity types)
~commodity_constraints.csv (constraints on those commodities - NB: file is empty for now)~
commodity_costs.csv (costs associated with different commodities)

Reading in commodity_constraints.csv has been moved to its own issue: #143
