Me and a friend were discussing ways of improving minecraft and we came up with a list that you may or may not be interested in

Enchanted Furnace: Allow the furnace to be put in an enchantment table or anvil and have enchantments effect the smelt e.g. Efficiency increases the speed, Fortune increases the amount that comes out of an ore, Unbreaking increases the fuel life

Redstone powered furnace: When you power a furnace allow it to smelt items without the need for fuel. I see this as a donator perk so having a permission may be best

Edit player/mob tags: In the config add the ability to add other things to the player tag like health, hunger, experience, etc. Possibly add an option for mobs where it shows their health when hurt

Chest Sorter: When a person opens up a chest have it automatically sort based on their preference e.g. name, item id, etc. If there is multiple of an item then lowest quantity/durability first

Better Animal AI: When you hold a weapon have animals (Except tamed) around you attempt to flee, this means players would have to get fairly close or trap it before attempting to kill the animal

Blood: When you attack a player or mob have blood (redstone dust) come off it, if it is a skeleton then bones. This is a visual thing so players shouldnt be able to pick them up

If you dont end up implementing these in your plugin then dont worry about it, we will probably find a plugin for each and go from there
