Add `//revolve` Command #1574

I was wanting to make more advanced circles, E.G circular buildings and couldn't find an easy way to do it other than using FACWE (which I don't want to)

The feature would work by creating a selection of your 2D plane, standing in centre point and then WorldEdit will revolve shape around you (much like FACWE and this video)

I have considered adapting this Craftscript from 2012 and using FACWE, although the craft script is old and would need updating and I am in single player so FACWE would be undesirable. Also, not regulated by Worldedit.

After testing on a FACWE server, the //revolve command is not available there

update, apparently it is from https://github.com/Brennian/Arceon/wiki after asking on the server in the description of the YT video
