Fix Paperweight build error and remove 1.19.4/1.20.0 support #2529

This PR fixes the error preventing Paper builds from completing, by updating Paperweight. Due to incompatibilities with this change, this does mean that 1.19.4 & 1.20.0 support must be dropped.
