Work on a Cloth Config-based config screen #31

Tossing up some work I did a while ago -- some of the implementation is a bit messy, I'm not really a fan of having config as global state.

there's also no proper colour picker within cloth -- that's a thing I want to PR to cloth before this goes much further, since otherwise the user-facing advantages are fairly minimal.

Due to some changes to Cloth Config, the library is no longer suitable for use in WorldEdit CUI -- if anyone wants to pick this up, they'll want to go looking for alternatives.
