Snowfall formation flag #118

If it's not too much trouble, could you allow a flag that stops snow from regenerating during a snowstorm? Maybe just make the region immediately remove any snow blocks that fall on it?

We can block it, so the flag simply needs to be added.

Isn't that what the existing "snow-fall" flag is for?
