Suggestion: adopt ICC's rationale of ordering sections "to follow sequential steps that generally occur during a plan review or inspection."
from the 1927 Uniform Building Code preface: "a great deal of thought was given to the logical arrangement of the details in the Code. It is divided into ten parts and these parts are further divided into chapters and sections for more ready reference. Repetition was eliminated by using direct section, chapter or part references to general details wherever those details applied to various parts of the Code."
idea: make each page 2 columns in a similar manner to ACI or 1927 UBC, where the right-hand column is used to annotate the content of the left-hand column with descriptive titles and/or commentary.
