The fonts had a lot of height whitespace, and the height was always much bigger than the printed text.

Coverage decreased (-0.03%) to 37.391% when pulling 96ca1829caf70f95ce308725e33da895a012cc9c on font-atlas-height-fix into 351c4cca120f1ff6ac4945429015f9b69e1f3dac on master.
