Added JSON::XS, YAML::XS, Test::FailWarnings, and Test::Warnings. #3

Removed Test::NoWarnings.

I vote no in its present form, as we don't want to recommend JSON::XS (there are better JSON backends/interfaces available).

I'm mu on YAML::XS.

The trailing whitespace has been fixed in f4d604ce.

I apologize for it being 5 years that this has been open. I unfortunately agree with Karen on JSON::XS, I would actually accept YAML::XS I believe and I need to look at the other two. If someone wants to do the work to split these out so they can be considered individually...
