Palladin - Judgement of justice doesnt slow player down

This is an attack that is supose to slow/impair movement speed of a player (It cannot be dispelled by your normal movement spells) But even thought you see that the spell is on him, he doesnt run slower than before.

it is not supposed to slow people down, it just prevents movement faster than normal movement speed

i guess he wanted to say is not slowing the rogue sprint for example.
