Interest in bringing back Alien-HTSlib #101

I noticed that Alien-HTSlib is now on BackPAN: https://metacpan.org/release/RISHIDEV/Alien-HTSlib-0.03.

I am willing to volunteer to create an up-to-date Alien-HTSlib that can install on multiple platforms and avoid some of the complexity that is currently in the Makefile.PL. This should help with making the installation process easier.

@zmughal - thanks for your comments, and apologies for this belated reply. Had a chat with the team and we think worthwhile to pick up again the packaging topic. It should not take long, but we still have to fit this into the current plan. I'll leave this open for further discussion and updates.
