change meeting time to Wednesdays 2200Z? (one hour earlier) #60

This was suggested on the last call. Would be good to resolve by general acclaim (i.e. thumbs up or thumbs down on this comment) rather than having to take it to a meeting and force people to turn up at a time they can't just to object to meetings at times they cannot attend...

Proposal: Move meeting time 1 hour earlier, to wednesdays 2200UTC - which is 2300 Madrid, thursday 0800 Brisbane I think, 5pm New York, ...
