Setup Up/Down Voting

Both DIGITAL resources and LOCAL experiences can be up/down voted to rank their quality and relevance within each topic.

Three possible stages of implementation:

• Anyone can vote.
• Anyone can vote. One vote per resource per IP address.
• Auth'ed user can vote when logged in. One vote per resource per user.

hmm, I wonder if we can just go for # 2 for now and then, perhaps, switch to auth'ed only later on?
