eAPD should be able to distinguish the type of APD that is being submitted

Currently the eAPD does not distinguish between an PAPD, IAPD, or OAPD. It also does not distinguish HITECH, MMIS or E&E. We should figure out how to make that work in the system (visually as well as in the data model) if needed.

Considerations: Data/analytics integrity Funding driven by APD program type Potentially gather this info as an APD or update is created Or gather this info per Activity - however, if we want to remove HITECH Admin Activity 1 for E&E and MMIS types, we wouldn't be able to trigger that removal without earlier selection. What APD types should be able to overlap, if at all. Other options?
