Provide Additional match rate option for Federal / State split for E&E #2303

As we think about expanding to MMIS and E&E, we'll need to put some specific match rates for 100% and Eligibility workers match at 50 and 75.

Would want some design ideas on this before moving this to dev.

So dropdown would contain something like this (or whatever might be the best way to capture this): 100/0 90/10 75/25 75/25-Worker 50/50 50/50-Worker

This task is done when...

*Add a LABEL (design, dev, compliance, BUG, etc) before submitting.

*If the issue is needed to complete prioritized work for the CURRENT SPRINT, add it to the "This Sprint" pipeline. Otherwise, all other issues will be automatically added to the unprioritized pipeline for PRODUCT to prioritize.

Note: One use case here is for states who may be a part of early roll out and need to provide updates on previously approved activities.

Design Sync Notes: July 30th 2022

  1. DDI: Design and Development Installation
  2. MMIS can have 90/10, 75/25 for DDI and 75/25 or 50/50 for M&O (Maintenance and Operations). This is broken down even more for E&E. In E&E, FFP is broken down to system work & maintenance and eligibility workers. Eligibility workers not doing work tied to eligibility get 50/50 match rate.
  3. Some states will have M&O and include some implementation, so we have to keep this field at the activity level to allow for different ffp rate within the same APD.
  4. Out of scope of ticket: We need to update the MDBT
  5. It would be ideal to only show options based on the type of APD they have selected but it is out of the scope of this ticket.
  6. We are removing 100/0 because it is rare and might lure users to select it to see if they can have their whole APD covered by Medicaid when it might not be the case.
  7. 75/25 can be DDI or M&O for MES APDs
