Design the project creation to APD creation flow #2668

2508 is determining what questions need to be asked in these areas. Once 2508 is complete, how one starts a project and how it flows to create an APD will need to be designed.

This could include:

[ ] A user can enter the system, create a project, and create an APD in a flow that makes sense
[ ] product signs off on designs

Closing this to focus better on the new State Profile idea. Will add an issue for the State Profile idea to replace this. It does not need to block so many issues.
