[Maintenance] Replace CSP Lambdas with Helmet #4078

Description and related issues

Our CSP configuration is current held in a lambda which is a little cumbersome to update and read. We should transition to using the helmet module so that the configs are held in our code and easier to keep up to date.

This task is done when…

[ ] helmet has been added the project
[ ] helmet is configured like the lambdas (including environment specific configs)
[ ] lambdas have been removed from deployments (Bill)
