[Design Issue] Determine future location of FFP in MMIS #4215

We need to make a decision on whether the FFP field stays in the budget area to be chosen after activities are set, or if the FFP field can be moved to the APD Overview page, as we tested in the MMIS research.

We looked through the MES expansion research and this is what was found to support keeping the FFP in the Activity Overview. We will need to discuss these points and see if we can poke holes in either option and make a final determination on which is ok/better for users/data.

The Research: Folks wanted their FFP to be populated in the Conditions for Enhanced Funding to indicate that they are requesting enhanced funding. For eligibility worker in the future, it is driven by activity so it would make sense to have it earlier to allow for any branching in the future. " If we getting an IAPD or an OAPD, we usually know what match rate we are getting." - session 5 MES Expansion Research "We would be thinking about FFP as soon as we get a project to determine match rate but we would be thinking about it here too" - Session 5 Expansion 1 Research It would be helpful to let folks who have multiple FFPs in an APD know they can organize activities by FFP before packing in different types of work into one APD.

Determined that the reason we didn't move it before was that the FFP is set for multiple FFYs. Jerome had some thoughts on this that we can address later this month.

For max flexibility and prioritization getting MMIS out, let's leave this as is for now and revisit this in the future.
