[Feature] Handle Deactivated Users in Okta

Description and related issues

We ran into an issue were a user was deactivated in Okta, so we couldn't pull his info. I'm not sure how he was able to login to request access.

This task is done when…

• [ ] add in checks to see if a user is deactivated in okta
• [ ] don't allow them to request access if they aren't active
