Document frontend coding standards

We talked about this at Dev Sync on Dec 14 and here are the things we came up with:

• testing in jest and cypress
• prettier for formatting
• standardize naming from frontend to backend to database
• prefer selectors
• prefer using react functional components with hooks
• redux with redux hooks for new components
• prefer react-testing-library over enzyme
• if you touch a file that has enzyme or old style redux, they are updated as part of the ticket
• don't check in api keys or other security
• prefer null checks
• prefer constants over reusing strings
• prefer cms design system components over creating new ones
• prefer modules over creating our own functionality for difficult tasks
• must pass a11y tests
