[Feature] Update Export View

Description and related issues

Update the Export View to display a MMIS APD. Update the layout as needed. Wrap up any other changes needed to complete the Export View.

• Activities Dashboard
  • Design largely unchanged just remove HIE/HIT
• Milestones
  • Separated from outcomes into separate section (compared to the HITECH export view which has the two sections together)
  • Activity Schedule (start and end date) will be with the Activity overview section (in example: Activity 1: Pharmacy Management) and appear first per Figma mockup
  • Design unchanged

Acceptance criteria

• [ ] create stories for data and empty state
• [ ] update the export view component to display differently for HITECH and MMIS
• [ ] create MMIS version of read-only component to match the figma
