upgrade codeql to avoid deprecation

Purpose

While implementing the changes from the codeQL PR I noticed in a recent run that codeQL is set to deprecate v1 soon. I ran mine with v2 and it worked as expected. The CodeQL docs also use v2 in their README. Just passing this up so you don't hit the deprecation!

More notes on the deprecation here. I believe we aren't using a GitHub Enterprise Server, in which case we should be ok to upgrade.
