Add doc about retention policy of incremental backup #982

After the introduction of incremental backups in PostgreSQL 17, we need to document the behavior of the retention policies for incremental backups.

This commit is adding the explanation to the Retention Policies section of the Barman Manual.

There is a retention_policy section in the man5. Should we add something to that part as well about this?
