drop < vista code paths in initcluster.vbs #104

The initcluster.vbs script contains an old and unwanted code blocks that support windows < vista. These are no longer needed and the script should be cleaned up.

committed the changes in v16: https://github.com/EnterpriseDB/edb-installers/commit/373bd43a88b19cf8322ed67be1bac7dba81b6666 and the back branches as well. The fix would be part of this week's minor updates
