feat(PEM-4870): create sslutils tarball for PG-16 and EPAS-16 #4

We have migrated to Foundation-windows build framework to build sslutils tarball/installer, the PGPATH provided by Foundation-windows is like c:\Program Files\Postgresql\xxx, please note there is space in the path string, this PR is to quote the whole path string, so that it won't be recognized as two strings.
