Is this GDPR compliant? #390

If people in Europe want to use this, will they be arrested? Please block this program from running in Europe unless users agree with the ToS.

Our GDPR DPO has weighed our options and decided that we should block all users who are definitely European, could potentially be European right now, might later become European, could in the future move any downloaded EnterpriseQualityCoding™ software to Europe with intend to execute it, or who might in any other way or capacity be construed as being as, of, or pertaining to Europe.

This simple step will help keep us and our European friends free of GDPR violations. I imagine it'll be implemented in a couple of weeks.

It's not duplicate, it's just redundancy in order to ensure stability of this issue.
