Commit messsages lack JIRA story #407

I don't know how any work gets done without commit messages having a JIRA story attached to them

Audit are going to have a field day with this! How can you prove that the changes you committed do what you expected without a jira?!

I recommend we migrate this project to Gerrit. This way we can enforce that developers always mark their commits with the appropriate JIRA story. I have submitted a ticket to IT with a request to provision the gerrit instance and setup the required Jenkins jobs for automated commit message checking. IT should have the servers online in the standard 45 business days.
