Add reference to this paper in draft #124

Section 4.1 talks about hybrid concatenation, and section 4.4 talks about achieving non-separability using labels (which is what we have done).

The reference was already in our document, but now I make reference to it here: This document attemps to bind the composite component keys together to achieve the weak non-separability property as defined in {{I-D.hale-pquip-hybrid-signature-spectrums}} using a label as defined in {{Bindel2017}}.
