I suggest we create a Martin Tomlinson Repo in the LAMPS Github, then simply copy over the text. A bit of work, but then we will get the easy automated tools Martin's repo gives us.

Given the significant number of people that spoke against adopting this document, we want to explain our reasons:
Specification of "dual signatures" is a work item in the LAMPS WG charter.
While it is clear that some people will not use composite-signatures, the people that want to use them need a sound and interoperable specification.
There are places where composite-signatures should not be employed, and writing down the Security Considerations will help. Of course, it will not prevent them from being used where other solutions might be preferable.
