Can opkg be installed outside /opt? #768

If not, what's the main reason for not being able to install in $HOME/opkg and adding it to $PATH for example?

No!

One of the reasons - dynamic loader that should be in /opt/lib. Another one is RPATH=/opt/lib in binaries.
