Tried to expand the explanation on why we might need to look in multiple places for the restricted field dictionary.

Also ran an optimize imports, removed some redundant code, and clarified CKAN version compatibility in the README.rst

@espona Happy to help. I was actually working on the same code that you completed a few days ago, but you got in there first and did it better :) so I figured I'd try and add something.
