The temperature drop is pretty drastic when it rains on the server… it's enough that everybody has to go in and stand by a heat source until the rain stop, just to avoid dying, and that's pretty unrealistic in that sense. Assuming it's a hard-coded value, and not something that is derived from the lightlevel change that happens during rain/storm… could you make it possible to config the temperature change when it rains/snows, perhaps with a global default and also on a per-biome basis, just like you did with the Day/Night/Shade stuff.
