Xrefs and new terms for CMECS #132

We have a need of ENVO terms for the following in GloBI

We could be persuaded to post compose, rather than needing precoordinated, so 
this may be more of a model question. Would 'subtidal' be a quality? Or can we 
pin this to a specific... feature?

These concepts could probably be modelled as qualities (or perhaps an 
environmental conditions*), which would give us more flexibility in creating 
logical definitions across ENVO.  

"Nearshore"/"Offshore" are very fuzzy - if this is meant as "neritic" (i.e. 
above a continental shelf) and "oceanic" (no continental shelf underneath) then 
we can move easily, otherwise we'll need defs from the CMECS community. We 
could then model "neritic" or "oceanic" as qualities.

* We've discussed the relation between conditions and qualities in the thoughts 
on ENVO's top levels, but perhaps we should revisit this to see if we strictly 
need "condition". The main need is a way to express that there are defined 
(although with fuzzy thresholds) ranges of one or more determinate qualities in 
effect over an environmental system.

Rather than conditions/qualities, perhaps the best route here is to use the "determined by" relation between the features (estuaries, coasts, rivers) and the ecosystems. This would underscore that we're referring to an ecosystem-level entity, but tie it to the components and processes involving the key entities that define it.
