NTR: informal settlement #265

Proposed definition: An anthropogenic terrestrial biome where groups of housing units have been constructed on land that the occupants have no legal claim to, or occupy illegally, or where dwellings are not in compliance with current planning and building regulations.

Comment: Informal settlements may be urban or rural.

Any update on addition of 'informal settlement' to ENVO? Or has thinking changed about where/how it should be defined?

Proposed definition: An anthropogenic terrestrial biome where groups of housing units have been constructed on land that the occupants have no legal claim to, or occupy illegally, or where dwellings are not in compliance with current planning and building regulations.

It's not really a biome (ecological community structure is not really the boundary condition), so it was added as a subclass of populated place for now.

Looking at your def, I think we need illegal informal settlement too, and I've added it to the editors version (ENVO_01000784). @mark-jensen I will release ENVO today. Could you add that class to the SDGIO import? We'll regenerate the SDGIO imports when ENVO is out.
