Add multiple issue templates #769

@nlharris : The description of "Change relationship" doesn't really make sense : there can only be one relationship between a subclass and its superclass. Please don't add that to ENVO unless it's updated.

I think this should be split into "Change superclass" and "Change subclass axioms".

This relates to the comment on logical definition. A logical definition is encoded only as an equivalence axiom, and is separate from the restrictions in the subclass axiom slot.

We also map a lot of our terms to other resources like SWEET and the NERC VS. Suggest adding a "Map to external terminology resource" issue type . This should request an IRI to the target term and the ORCID of the submitter.

@pbuttigieg I edited some of the template names and labels based on your feedback. If you can take a look at https://docs.google.com/document/d/1PreQFDKKLUcY7sMK-hC5o9egPTx1LgTK1PnstTbZ_yM/edit and accept/reject my changes, I can set up the issue templates.

some are obv disease specific but others can be generalized
