Add options to limit the number of files produced #80

added no_binning and save_slices options:

setting no_binning will result in no 1 or 2D binning being performed
setting save_slices=0 will result in no slices being saved

These two options should make it possible to significantly reduce the number of files generated in an eppsilon run.

On my machine I'm seeing a difference between this and master. Still hunting it down, I didn't intend to make a change that would affect the data.

Ok, I no longer see any difference between this and master. @aelanman @nicholebarry this implements the long-awaited lightweight options that make fewer files. Can one or both of you try it out and make sure it does what you want?
