This PR fixes a scheduling bug that was giving the wrong hold_str when multiple job versions were in the queue. This has been tested for runs where the submitted integration list does not need additional chunking (when the submitted list is less than 20 obs long). The fix exists in the chunked case, but I have not tested it.
