Implement /samples/ index page with choice of edition structure #1

The index page for the EpiDoc Samples directory should:

list all files by //titleStmt/title + idno[@type='filename']
give a choice to view file in "inslib" or "iospe" layout (i.e. send a filename suffix that allows the pipeline to choose between $edn-structure= "iospe" | "inslib")

Other options (e.g. choose line-increment, diplomatic, verse) will be added later.
