Race distributions for each geographic resolution #7

Currently, ARTnet only has an external data set related to racial breakdowns by major cities. Need similar breakdown/tables for states, regions and divisions represented in the ARTnet data set to allow for great flexibility.

Hi Anderson. Just created a pull request in ARTnetData for the updated race distribution data by geography. https://github.com/EpiModel/ARTnetData/pull/3 Let me know if there are any adjustments you would like me to make to either the names of the data frames or to the column names or structure of the excel spreadsheet itself. @andsv2 If the major work for the branch is done, can you do a PR and set me as the reviewer? I'd like to merge this into master soon.
