Update Time Since Last Test for General HIV Testing #11

Time since last test, tsincelntst, is only pulled at beginning of hivtest_msm; it needs to be updated at each stage of HIV testing prior to partner testing.

Last negative test is updated prior to partnership level testing to account for testing at the individual and partnership level. last.neg.test attribute is now updated twice: once after interval HIV testing and again after partnership level testing.
