update mining algo policy to 48% progpow, 48% randomx, 4% cuckatoo #90

Description

This update sets the new algorithm policy for new block era to: RandomX: 48% ProgPow: 48% Cuckatoo: 4%

Additional changes are:

Change first hardfork header value to some more higher value. Change epic version from 3.3.2 to 3.4.0. see version checker
