The shield bar display cannot be removed or adjusted #17

The shield bar should have a config for height display so that it can be changed or removed when mods add bars or do HUD overhauls like classic bars so you don't have to special case everything.

Doing this would also close #4 and #9 in the same stroke.

Oops I forgot about those bugs recently! I'll fix them both next week ideally.
