Add config for sheild capacity/regen rate enchantment

Describe your suggestion: add a config for the shield capacity enchantment for both the increase and the max enchantment level, as well as a config for the shield regen enchantment.

Describe alternatives you've considered: a config to disable the enchantments would be fine too
