alpha update of index.html and related styles #29

I've gone ahead and re-structured the home page. It's more focused, less of a mishmash of different pre-built code, and includes the color pallet (attached) we'll use during alpha. It should be put into the testing environment, with a functional PHP server to see if submit still works.
