Config for enchant items not enchantable #43

Option in config to allow player to enchant all items, even if the item does not allow. Different from strict enchanting, this will allow to enchant items but will respect possible enchantments (this will cause bugs on items from other mod's like soul shards!)

I'll not implement this because during the tests i notice that it almost the same as StrictEnchanting... This did not work as I imagined .... sorry :(
