shovel with Fortune III doesn't work #9

If I dig with the shovel with Fortune III gravel then it drops only sometimes a flint. But it should drop every time a flint. Why it doesn't work? Where is the problem?

Sorry for the delay, i have narrowed it down to forge being the culprit i am putting in a pull request to get it sorted out.
