Moveable pop up windows constantly repositioned #75

The new feature of moving pop up windows around is great, but they are repositioned every times you zoom in our out, which is perhaps not the wanted behavior.

Great, thanks. Can we move the "select a data layer" default position away from the Legend default position now ? These two are superimposed initially (at least on my screen)

The position of "select a data layer" is changed. Does it look better?

Better, but can we move it up a bit, and move up the legend window at the same time ? With long legends, if the window isn't maximized, the bottom is initially clipped.

I checked the clipping when window isn't maximized and it works fine on Seyed's laptop and mine.

Do you still see initial clipping on your screen ?
