Changing language + close #81

Looking at a map, choosing a different language brings up the select data layer dialog. If there I select nothing and choose "close" ("fermer"), then I am in limbos, the legend disappears and doesn't come back later once I select something.

I am in fact not sure why the data layer selection dialog shows up when we change language. Why not just stay on the same map, but in the other language ? If that's somehow creating a problem, then let's make sure that if I close the dialog without selecting anything, I end up in some meaningful state (e.g. the initial state of the map ?)

Actually, this problem seems to occur even if we select something. Refesh the site, select a map. Switch language while selecting the same map once or twice, eventually the legend disappears
